The .ex4 file is not meant to be opened by windows, instead, it is placed in the ~/experts folder within your MetaTrader 4. All you need to do is right click and copy the mq4 file and paste it the expert’s folder. When this is complete Metatrader 4 will be able to use it upon its next initialization.
